Role: Senior Purchasing Officer Sector: Public and Not-for-Profit Duration: 9 Months - Maternity Cover Location: Staffordshire Salary: GBP(Apply online only) per day dependant on experience Sellick Partnership are currently recruiting for an experienced Senior Purchasing Officer to join our public sector client based in Staffordshire for a 9 month maternity cover assignment. The ideal Senior Purchasing Officer will provide effective management of all supplier activity, ensuring there is appropriate management of suppliers to make sure that the supply change is properly managed, and that suitable goods and services are received to the quality and specification required. Furthermore, the ideal candidate will ensure that there are appropriate purchasing mechanisms in place that address the requirements of the business. The duties of the Senior Purchasing Officer include: To have an oversight of the application of the policies and procedures in relation to the management of suppliers, ensuring compliance at all times and always addressing training needs Maintain an organisational preferred supplier listing Ensure vetting arrangements are in place for new suppliers Oversee the activity volumes with suppliers and build effective supplier relationships Ensure there are appropriate terms and conditions in place for suppliers to meet the needs of the organisation Work alongside managers across the organisation to ensure catalogues within the system address business need. Promote the use of catalogues and purchase orders Review all none purchase order activity to identify why a purchase order was not used and work alongside managers to improve compliance To have oversight of the scheme of delegation and ensure it is maintained and fit for purpose Provide appropriate purchasing management information managers to support commercial decision making Actively work with the Commercial and Finance Business Partners providing them with relevant purchasing information to support their roles and drive value for money through directorates Ensure communication and key activities of the Purchasing Team are completed and directorates are given the correct level of service at all times Coach, support and develop the Purchasing Assistant The Senior Purchasing Officer will ideally have: Experience within the public sector Understanding of supply chain management and purchase ordering system Track record of providing a high quality, customer focused financial service CIP's qualification or be studying towards CIP's qualification is desirable but not essential The Senior Purchasing Officer will need to have excellent communication skills and effectively be able to communicate to stakeholders of all levels. Furthermore, the ideal candidate will have an impeccable eye for detail and accuracy to ensure all workload is carried out effectively and efficiently. They will also need to able to prioritise their workload and be efficient and effective to meet unpredictable deadlines and deal with conflicting demands, whilst working in a high-pressured environment.
