Faulty PC, needs RAM, HDD and likely a PSU

Faulty PC.
After some trouble shooting I think it's the power supply which is not working, though shorting the green and black cables causes the fan to spin correctly which the troubleshooting section of the manual suggests the problem lies elsewhere, but I tried it on 2 PCs and both of them failed to turn on. If not the power supply then I expect an issue with the motherboard.
Missing a hard drive and RAM.
